COMPANY DESCRIPTION:
Arizona Behavioral Health Corporation (ABC) is a Phoenix-based nonprofit dedicated to providing quality, affordable housing and supportive services for individuals with behavioral health needs and others facing similar housing challenges in Arizona. Established in 1997, ABC administers various programs, including tenant-based rental assistance and community living initiatives, to support those with serious mental illness, co-occurring mental health issues, and substance use disorders. Through partnerships with organizations like HOM Inc. and AHCCCS, ABC assists over 4,500 individuals and families, emphasizing a participant-centered approach to secure suitable housing.
POSITION DESCRIPTION:
Under the general direction of the CFO, the Controller is responsible for the recording of financial transactions in the accounting system and verifying the appropriate supporting documentation is maintained as the part of the financial record. Continual review of accounting policies and procedures to ensure organizational practices are consistent with general accounting principles and OMB Uniform Guidance. Develops and provides financial reports and visual graphics for management and the board of directors. Represents the organization in financial matters with internal and external customers.
ESSENTIAL FUNCTIONS:
- Analyze and evaluate financial and accounting policies, procedures, and reports. Initiate improvements as appropriate.
- Ensure federal funds are expended in accordance with federal grant regulations and any applicable state and/or local requirements.
- Develop and write effective procedures for financial processes in support of organizational goals and objectives.
- Knowledge of automated accounting systems and applications to retrieve and review data files, analyze information, track revenues and/or expenditures, and analyze contract status.
- Responsible for the preparation of periodic reports and/or summaries for federal and state funding authorities, in compliance with their laws, regulations, guidelines, and procedures.
- Analyze spending trends and utilization in housing programs for budget development and forecasting.
- Maintain an ongoing reconciliation of revenue and expense information between ABC’s financial system and its vendors/contractors, bank statements, investment portfolio(s), and federal and state fund sources.
- Support the CFO in preparing financial data and narratives for any Request for Proposals (RFP’s) from major funding sources and/or new programs.
- Contract compliance for housing providers.
- Develop processes to automate the annual provision of information and data for the annual financial audit.
- Resolve problems and questions presented by management regarding accounting transactions, policies, and procedures.
- Compose financial correspondence, which may call for considerable discretion and involve judgment or negotiation to reply to inquiries or requests for information.
- Provide financial reports as requested by upper management.
- Performs other duties as assigned.
Qualifications
QUALIFICATIONS:
- A bachelor’s degree with a major in accounting and three years of professional accounting experience is preferred. However, extensive “on-the-job” experience may be considered equivalent to the educational credentials. A minimum of five years’ professional nonprofit accounting experience, including complex financial statement preparation, financial system development, application of federal/state accounting regulations, or other similar accounting experience.
- Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), concepts, practices, methods, internal controls, and fiscal management; knowledge of automated financial systems, including the use of applicable software packages.
- Knowledge and understanding of reference materials such as federal regulations, applicable agency manuals, policies, and procedures.
- Understanding of and commitment to the mission of the organization.
- Possesses initiative and ability to work independently.
- Effectively communicate financial information to board members, management, providers, and fund sources.
- Performs other duties as assigned.
