About the Position

Are you looking for a position that will take advantage of your attention to detail and knack for precision? Your skills may be an excellent resource for the Grant/Contract Administrator role with the Maricopa County Department of Public Health!

As the Grant/Contract Administrator, you will be responsible for ensuring all grants, contracts, and other types of agreements within the Public Health Department are processed correctly and are compliant with all applicable rules and regulations. You will ensure that all documents are in line with the department’s mission and vision and serve as the liaison for all Public Health agreements that require approval from the Maricopa County Board of Supervisors. You will provide technical assistance and training to internal and external customers regarding applying for new grants and assist in all aspects of proposal development and submissions.

Job Contributions

  • Ensure all grants, grant-related contracts, and other grant-related agreements within the Public Health Department are processed correctly and in a timely manner according to established procedures

  • Ensure all aforementioned documents are processed in compliance with all applicable rules and regulations, which may include but are not limited to, federal regulations, Office of Management and Budget (OMB) policies and circulars state statutes, County policies and procedures, and the Maricopa County Procurement Code

  • Develop and conduct ongoing maintenance, including preparing required grant and grant-related contractual documents and performing financial system transactions as required for the initial establishment, renewal, and close-out of departmental agreements

  • Conduct grant-related contract negotiations and interact with internal and external customers as needed

  • Meet monthly with assigned Public Health programs

  • Work with internal program staff, other County departments, and external partners as necessary to develop language and write and review grant-related contractual documents for submission to the County’s Hyland System to obtain approval from the Board of Supervisors.  Documents may include, but are not limited to, Inter-governmental Agreements (IGAs), Memorandums of Understanding (MOUs), Partnership Agreements (PAs), Business Associate Agreements (BAAs), Affiliation Agreements (AAs), Inter-departmental Agreements (IDAs) and Notice of Awards NOAs

  • Provide technical assistance training to internal and external customers regarding applying for new grants and proposal development. This may include compiling and coordinating necessary information, grant/contract writing, performing edits, and final proposal submissions

  • Research potential funding opportunities and provide to program staff and management

  • Work with the department’s Finance Office to verify all program Expenditures are accurate, allowable, and within budget

  • Prepare and submit grant and sub-awardee forms as may be required by the funding source

  • Assist grant program managers and the department’s finance staff in audit preparation as well as respond to audit information requests from internal and external auditing agencies

  • MUST be comfortable presenting to Administrators 5-6 levels above this job level weekly or bi-weekly

Working Conditions

  • This position primarily works in an office setting with a telework option after the first 90 days of employment

  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency

  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

Qualifications

We Require

  • Two years of experience in the preparation, writing, and negotiation of contract documents and/or experience managing and developing federal, state, or private grant proposals

  • Bachelor's degree in business, public administration, public health, social sciences, or a related field

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications

We Also Value

  • Master’s degree in business, public administration, public health, social sciences, or a related field

  • Three or more years of experience in the preparation, writing, and negotiation of contract documents and/or experience managing and developing federal, state, or private grant proposals.

  • Experience working with the following Maricopa County systems: Board of Supervisor’s Agenda Management System (Hyland), Advantage Financial System, OnBase, and Business Objects

  • Experience uploading/reporting in grants.gov, sam.gov, fsrs.gov, NACCHO, smapply.io, FEMA GO
