Job Purpose and Basic Function

Provides leadership for all Arizona Alliance for Community Health Centers (AACHC) grants and related contracts activities, including oversight of the grants department, monitoring of the organization’s grant awards, and creating and ensuring effective and efficient processes.  In coordination with the appropriate AACHC departments, is accountable for all aspects of grant applications, including researching and identifying appropriate opportunities, writing proposals, developing grant budgets, completing grant forms, and submitting grant applications. Works closely with Compliance Manager on grant related compliance elements for all AACHC grants and related, including sub-recipient agreements. Provides guidance to AACHC staff, funders, and sub-recipients on grant compliance-related questions or concerns. Develops and submits accurate and timely reports to the Executive Leadership Team and external funding agencies on any grant related activities.

Description of Primary Responsibilities and Duties

  1. Develop and administer grants and all related documents.
    1. Develop and write grant proposals, prepare grant-related documents, and submit grant applications on behalf of AACHC.
    2. Prepare and submit grant reports and supporting documentation according to required timelines.
    3. Respond to funding agency inquiries and/or requests.
    4. Know and stay up to date on OMB Uniform Guidance (2 CFR 200)
    5. Provide review and oversight of grant reporting timelines and required submissions.
    6. Respond to funding agency inquiries and/or requests.
    7. Ensure compliance with all pre-and post-grant activities, including AACHC procurement policies and procedures.
  2. Supervise the Grants Team.
    1. Provide coaching and guidance around researching and writing grant proposals, preparing any grant-related documents, and submitting grant applications.
    2. Supervise staff members and manage their performance.
  3. Support grant related compliance elements.
    1. Work with Compliance Manager to assure that grant related compliance elements are included in the organization’s compliance plan/program.
    2. Review grant agreements for compliance with federal, state, and other agencies’ grant and contract provisions and ensure AACHC is operating in compliance with all grant and contract requirements.
    3. Implement and maintain grant management tracking systems to monitor grant agreement end-dates and develop amendments and renewals as appropriate.
    4. Develop, implement, and refine internal grant tracking and reporting systems to ensure timely completion of grant deliverables and compliance, including required Federal Funding Accountability and Transparency Act reporting and required insurance coverage documentation for each grant.
    5. Maintain AACHC adherence to sub-recipient monitoring protocols and procedures.
    6. Work closely with staff responsible for contracts to support the development of grant related scopes of work (SOW) and contracts including sub-awards.
    7. Coordinate with partner organizations and participants.
  4. Provide oversight, input, and expertise regarding grants & related contracts.
    1. Serve as a resource and expert for staff and partners on grants management.
    2. Serve as the staff liaison for the Grants Peer Networking Committee (PNC).
    3. Provide guidance and support to AACHC staff and partners in program development and program evaluation.
    4. Serve as a resource for members and non-members regarding grant writing and grant administration.
    5. Maintain effective relationships with members and non-members, including various federal, regional, state, and local organizations, encouraging grant funding and project implementation partnerships.
    6. Meet with the Executive Leadership Team to discuss potential grant opportunities, or grant compliance-related activities.
    7. Develop action plans and report on any grant implementation, compliance, and reporting issues.
  5. Provides management to departmental staff.
    1. Aligns the work of their department and team with the organization’s vision, mission, and strategic plans.
    2. Identifies opportunities to enhance efficiency and streamline processes within their department by conducting regular evaluations and collaborating with their executive leadership.
    3. Contributes to development of the budget; maintains and monitors the departmental budget.
    4. Determines the most effective method for assigning responsibilities and duties to department employees.
    5. Maintains job descriptions, procedures and other documentation related to the organization of the department.
    6. Assigns duties and responsibilities, and ensures employees receive instruction/training needed to complete their job responsibilities.
    7. Ensures that employees are aware of and adhere to all company policies and procedures and conveys all senior management communications and directives.
    8. Reviews departmental work for thoroughness and accuracy and provides specific instructions to supervisors and employees on completion of tasks/responsibilities.
    9. Prepares and conducts performance appraisals for immediate staff.
    10. Conducts hiring, disciplinary, and termination procedures.

Qualifications

General Development

  1. Possesses the equivalent of extensive formal training in researching, writing, and compliance for federal and/or health care grants, including an understanding of the application of the theory and practices of the profession to the operations of the organization, usually in the form of a major in public health, public administration, or business administration as part of a Master’s degree program.
  2. Possesses an in-depth understanding of grants writing and compliance in the non-profit health and human services industry, typically not acquired in less than 4 years of similar work experience.

Knowledge, Skills & Abilities

  1. Ability to present and convey information in a manner that is understandable to a wide variety of partners and decision-makers.
  2. Excellent interpersonal communication with demonstrated ability to develop effective working relationships with a variety of partners and manage conflict.
  3. Extensive knowledge of federal and foundation grants, including researching and writing grant proposals, preparing any grant-related documents (e.g., SF-424, SF-425, progress reports, etc.) and submitting grant applications.
  4. Demonstrated ability to use intermediate functions and features of the MS Office suite, including word processing, spreadsheet, presentation, and database applications.
  5. Demonstrated knowledge of health and human services program development and management.
  6. Demonstrated ability to use project management or contract management applications (e.g., Smartsheets)
  7. Demonstrated ability to work independently with little direct supervision and ensure the efficient, timely, and thorough completion of tasks.
  8. Demonstrated ability to prioritize multiple tasks, assignments, and projects to meet established quality and time requirements.
  9. Experience with contracts and compliance documentation and familiarity with federal grant guidelines and restrictions.
  10. Experience developing, leading, and managing projects as an individual and a team member.
  11. Strong attention to detail and ability to organize complex information effectively.
  12. Knowledge of quality improvement and performance management modalities.

Licenses & Certifications

  1. Possesses the ability to obtain reliable transportation for the purpose of travelling to work related events and meetings, which can be expected to occur at a rate of less than 20% for this position.

Telecommuting and Travel

This position is required to be on-site at least two days per work week.

Some travel may be required to community health centers via vehicle or conferences via air travel.

Physical Demands

Work is performed in a climate-controlled office setting with extended periods of stationary work and frequent use of office technology requiring the ability to perform tasks using a computer, printer, and telephone. The employee is required to communicate information and ideas so others will understand. They must be able to exchange accurate information and interpret directions in a timely and correct manner. The employee is required to move about inside the office to access file cabinets, office machinery, and meeting spaces, and may occasionally need to travel outside of the office for business related meetings and functions.
